New legislation integrates the humanitarian institution into the National Risk Management System.
Venezuela’s acting president, Delcy Rodríguez, promulgated the new Law of the Venezuelan Red Cross on March 10, establishing a revised legal framework that redefines the institution as a public law entity and strengthens its integration into the country’s National Risk Management System.

The measure was enacted on the occasion of Venezuela’s National Doctors’ Day and is intended to modernize the organization’s infrastructure, reinforce transparency mechanisms and strengthen operational coordination with state institutions.
According to the legal framework, the Venezuelan Red Cross will formally become part of the National Risk Management System, a move authorities say reinforces the country’s commitment to protecting healthcare workers and humanitarian volunteers involved in medical assistance and emergency response.

Officials indicated that the law also establishes mechanisms for oversight and state support aimed at expanding the organization’s social programs and strengthening its operational capacity across the national territory. The measure focuses in particular on protecting volunteers and reinforcing the humanitarian work carried out by the institution.
Authorities stated that the new legislation aligns with the objectives of the government’s Health and Life Plan 2026, a national initiative aimed at improving healthcare conditions and the overall well-being of the population.

Government representatives also said the legal framework seeks to ensure full respect for International Humanitarian Law in Venezuela, while creating clearer institutional structures that allow the Venezuelan Red Cross to develop its programs with greater operational backing.
The promulgation ceremony included the participation of several government and institutional authorities, including sectoral vice president Isabel Iturria and Health Minister Nuramy Gutiérrez. Members of the National Assembly Pedro Infante, Jehyson Guzmán and Antonio Ecarri were also present.
Representatives of the Venezuelan Red Cross attended the event, led by its president Luis Manuel Farías, alongside international delegates from the International Federation of Red Cross and Red Crescent Societies and the International Committee of the Red Cross.
During the ceremony, authorities also honored María Teresa Párima, head of nursing, who received the Florence Nightingale Medal in recognition of 74 years of service. Volunteers and rescue workers from the organization were also acknowledged for their role in humanitarian assistance across the country.
The new legislation establishes a strengthened legal structure intended to support the Venezuelan Red Cross in emergency response and humanitarian protection efforts nationwide.
